Richmond Land Value Tax
Land value tax would help the city of Richmond reduce blight, decreasing the cost of housing, spur development, and create a stable tax base for the growth and development of the city.
Common Ground NC-VA wholeheartedly supports LVT in Richmond and will work to support the ongoing efforts to learn more about how it would impact the city.

Hampton Split Rate Tax
A split rate tax shift, where taxes are raised on land while reduced on improvements, such that the overall revenue is unchaged, would provide many of the same benefits of a full LVT.
The effort in Hampton is nascent but promising.
Hampton Roads Community Land Trust
Common Ground NC-VA is interested in partnering with local leaders and developers in the Hampton Roads are to develop a community land trust in the model proposed by Saving Communities, the Common Ground chapter located in Pittsburgh.
The land trust would provide a countervailing force to gentrification and provide locational stability in the face of ever increasing prices for housing.
